Galva is indeed a character that is never used, whereas the hobbits are pretty ok. I think you also need to boost her prowess up to 2 or 3. That would make her decent, more specialistic than for example Annalena, but comparable. She already has a lot of skills for a low mind character.

As it is:

Galva
TYPE: Character
RARITY: R
RACE: Man
SKILLS: Scout/Sage/Diplomat
HOME_SITE: Shrel-Kain
MP: 1
MIND: 4
INFLUENCE: 1
PROWESS: 0
BODY: 9
CORRUPTION: 0
ARTIST: Quinton Hoover
RANDOM#: 10
Unique. +2 direct influence against the Men of Dorwinion faction. Against Nazgul, +6 to her prowess, and his body is halved (round up).

Proposal:
Galva
scout/sage/diplomat man
1 MP, 4 mind, 1 direct influence
2 prowess, 9 body
Unique. +2 direct influence against the Men of Dorwinion faction. Against Nazgul, +6 to her prowess, and his body is halved (round up). While she is not at a haven, all characters in her company receive +1 to corruption checks.

Non-haven is to avoid cheese purposes. I cannot always point at exact strategies, but I am pretty good at smelling cheese in new card texts.l

original idea was more to have characters gain bonus if Galva is unwounded, and negatives if wounded, then the other guys would try to stay untapped to protect her as much as possible so they gain her affection. You can add to this an ability to take a strike for galva at -3 (which is dreamcard even rule).
If you get bonus no matter what as long she is around, then with 9 body there are no difficulties, even less if you up her prowess.

but then don't make it -1 if wounded, but rather NO BONUS!!!

2nd Proposal:
Galva
scout/sage/diplomat man
1 MP, 4 mind, 1 direct influence
2 prowess, 9 body
Unique. +2 direct influence against the Men of Dorwinion faction. Against Nazgul, +6 to her prowess, and his body is halved (round up). While she is unwounded and not at a haven, all characters in her company receive +1 to corruption checks.

I do not think you need a penalty if she is wounded and I do not really like adding that dreamcard ability to this character. In short, I agree with Boderhamster on this one.

you gotta read eachothers posts better, boder says no bonus and you say no penalty, that's hardly in agreement

however, the dreamcard rule is very nice, because it involves taking big risks to save her, and a bit of risktaking should be introduced more in the game. If you want to stay untapped taking a strike for Galva, you have a -6 penalty, even Elrond can get wounded by crebain then, or the auto at goblin gate. Of course you can tap, but then next hazard you can't defend her and she's toast, and you are so sad about her wounds that you get angry and loose control and hence the penalties.
In sum, I think just the bonus is too gratuite, there should be a malus also, so you are induced more to protect her.

in fact it resembles more thematic situation, where big guys jump in to defend weak guys, thus losing their guard. You can say: we have Many Foes for that. Well this works for the whole company to fight over the affection of one defenseless dame. Many Foes lets a big guy defeat all strikes, here you can only defeat Galva's strike, so chances to kill the creature are actually lower (unless it's a low prowess low strike creature).

I think our idea of the words bonus and penalty is different. My idea (and i guess Boderhamsters):

bonus: +1 to ccs
normal state (no bonus, no penalty): nothing
penalty: -1 to ccs

Strictly spoken not getting a bonus can be considered a penalty, and that is what you mean. If this card is introduced, we can try one of the versions and see what playtesting shows. Perhaps the -1 to ccs penalty is best to try first, and reduce it to no bonus if the penalty was too harsh. I think what I proposed is enough to make Galva interesting, and you will always have to protect her, with or without that dreamcard idea.
